Many Catholic couples in Merauke Regency have marriages that are not legally recognized by either the Catholic Church or the state. This situation limits the fulfillment of their religious and civil rights. To address this issue, the Merauke Regency Government and the Catholic Church jointly implemented a Mass Marriage Program through Collaborative Governance. This study aims to examine the collaborative process underlying the program and to develop the collaborative governance model emerging from it. A qualitative case study approach was employed. Data were collected through in-depth interviews, field observations, and document analysis. Thematic analysis was conducted using the Collaborative Governance framework proposed by Ansell and Gash (2008). The findings reveal that the collaboration was built upon starting conditions, institutional design, facilitative leadership, and collaborative process. These four dimensions gave rise to an Integrative Collaborative Governance Model founded on Institutional Authority Integration between the Catholic Church and the local government. The model delivers integrated services that simultaneously ensure the fulfilment of religious and civil rights while creating public value through the protection of human dignity, the enhancement of family well-being, stronger public trust, and improved public service quality. This study extends the theory of Collaborative Governance by positioning Institutional Authority Integration as the connecting mechanism between the collaborative process, integrated service delivery, the fulfilment of religious and civil rights, and the creation of public value.
