THE EFFECTIVENESS OF PARISH PASTORAL COUNCIL GOVERNANCE: AN ANALYSIS OF THE APPLICATION OF MODERN MANAGEMENT PRINCIPLES IN THE CONTEXT OF CHURCH ORGANIZATION IN THE DIOCESE OF KETAPANG

The transformation of the Catholic Church's organizational governance is currently moving toward reform based on professionalism, transparency, and accountability. In the context of the Diocese of Ketapang, the implementation of this paradigm faces real challenges, including vast geographical conditions, limited accessibility to remote areas, sociocultural diversity, and disparities in the human resource capacity of lay administrators. This study aims to analyze the effectiveness of applying modern management principles within the Parish Pastoral Council (PPC), diagnose structural, cultural, and operational obstacles in remote areas, and formulate an ideal governance model framework. This study employs a literature review method with a thematic synthesis approach toward ecclesial-juridical documents, diocesan pastoral guidelines, and academic journals on religious organization management. The findings indicate that the implementation of modern management functions (POAC) within the PPC is still in a transitional phase and tends to remain normative within written guidelines. Organizational effectiveness is hindered by cultural clericalism, limited managerial literacy among lay administrators, physical geographical obstacles, and inadequate digital infrastructure. As a synthesized solution, this study formulates a hybrid governance model that integrates the efficiency, accountability, and professional structure of modern management with ecclesial spirituality based on synodality and stewardship. The pastoral implications of this study recommend the standardization of measurable PPC Standard Operating Procedures (SOPs), the implementation of tiered pastoral management training programs for station-level lay administrators, and the development of a contextual digital-based parish management information system.
